On a license for Redman Supermarket at 4205 Redman Avenue, legal rep Mike Kelly said the applicant said the prior owner was robbed and hospitalized, and he let the license lapse. The new owner wants to transform the building into more of a grocery store, Kelly said

The applicant came before the City Council months ago, which Kelly said didnt go well, but he has since taken more of an effort to engage with the community

He added that they are requesting a Class D license, but they’re willing to downgrade to a B

Proponent Karina Harris said it would be beneficial to have access to a grocery store in the area

CM Juanita Johnson thanked the applicant for doing door-to-door engagement and for investing in the community. She moved to amend it to a Class B license

CM Danny Begley commended the applicant for making the effort. License, amended to a Class B, approved 7-0

License for an outdoor addition to the Village Inn at 3839 N 138th Street approved. CM Aimee Melton said the new-look is amazing and she looks forward to outdoor seating

Moving onto planning. The next few items will rezone property at 46th and Dodge into an office district and approve a special use permit for the Child Saving Institute

Dan Dolezal from the project said this first phase will open up parking for the campus expansion

CM Begley said this will reinvigorate the area along with other developments. Items approved 5-0, CM Brinker Harding abstaining

Next is an item to rescind the TIF project plan for Central Park Plaza at 222 S 15th Street. Bridget Hadley from city planning said the project didn’t materialize, but the project manager said they may come forward with another proposal in the future

Hadley said if a project has no activity over 9 months, the planning department typically cancels the TIF plan

Ordinance consent agenda approved

On the resolution consent agenda, Luis Jimenez is a proponent of an extension to the agreement with the Douglas County Community Mental Health Center to provide protective custody for intoxicated individuals

CM Melton said the agreement saves the city money. Without it, Omaha police would have to take individuals to the correctional center

Moving on to public hearings.

Last on the agenda is a bid rejection appeal by Martin Outdoor Advertising. The company was rejected for bus bench maintenance and advertising because they didn’t submit bid security.

Scott Martin said their IT person told him the bid bond was uploaded to the system.

Jeff Bloom from the city law department said the bid security was set at $15,000, which they did not receive. He said the bidder attempted to correct the documentation after the deadline had already passed

Bloom said this is not a correctable error according to city code. He said if the City Council approves the appeal, it will go on to the department for review

Parks director Matt Kalcevich said they will re-bid the project, so Martin will have a chance to resubmit to that RFP

The appeal was denied 6-0
