The Development, Planning and Sustainability Committee of Cleveland City Council reviews and discusses legislation related to the redevelopment of blighted areas, the rehabilitation and conservation of properties, the alleviation of the housing shortage, economic and industrial development, the land reutilization program and matters pertaining to Cleveland’s Departments of Community Development, Economic Development, Consumer Affairs and Building & Housing, and city planning and zoning issues, including the City Planning Commission. It is also responsible for Community Development Block Grant spending, which pays for senior services and neighborhood recreation.

Update: Council has canceled the previously scheduled zoning portion of this meeting. The committee is still set to meet to discuss non-zoning legislation.

The meeting began at 9:37am. We started with 1014-2024, an ordinance which provides Neighborhood Family Practice with economic redevelopment assistance as it expands it's practice to a new location at the abandoned CVS building at the corner of W 130th & Lorain.

Neighborhood Family Practice is the only federally qualified healthcare provider on Cleveland's westside with a focus on primary care. They served over 22K patients in 2023.

Loan terms: 10 years; 3% interest fixed. Anticipated benefits: increased income tax revenue and the absorption of vacant space. NFP will enter into a Community Benefits Agreement for project costs less than $20 million as well as entering a Workforce Agreement with the city.

It's been noted that 3 pharmacies have recently closed in the westside. McCormack: " We're utilizing these former pharmacies to ensure they don't all become Spirit Halloweens" Santana: "...Or vape shops" 😂

McCormack continues: "We can't trust corporate pharmacies to provide these services to our community". The new NFP will utilize the drive-through pharmacy structure already in place at the vacant CVS.

1014-2024 was approved. 1009-2024 is up. This ord. allows for the application and acceptance of the Brownfields Remediation Program Grant, which will provide funds necessary to cleanup the National ACME site, a Superfund site in Collinwood. The cleanup project will cost ~9mil.

Superfund site info: The state grant is for 7.6 mil. The city is required to match 2.5 million. (But there's a 3.5 million number floating around too?). The clean-up is supposed to be over 9 mil. None of the math is matching up here. 🤦‍♀️I'm confused. 🤷‍♀️ cumulis.epa.gov/supercpad/CurS…

There are 17 elected Cleveland City Council members representing the 17 wards of the City of Cleveland. Each ward has approximately 25,000 residents.
